it is and what we do. everyone here is familiar with us. the work we are going to be presenting comes from a report that will be released during the hearing, during the presentation. gao-13-74, older americans act, to improve target and to meet equity. the older americans act was passed, to buy services to older adults and help them remain in their homes and communities, and provides very important services. title 3, provides support services like transportation and home delivered meals. title 3 provides care giver support. and the title 7, it provides protection activities to protect the rights of all vulnerable elderly people. in fiscal 2012, the title three had about $1.36 billion. title 7, $22 million. obviously, with the fiscal cliff discussions, these are sort of rounding errors. but as i am sure you all know, these are services the targeted community depends heavily on. and we know america is aging. america is getting older every day. i think 10,000 people retire every day. by 2030 is as -- it is estimated 20% of the population will be aged 65 and over. this really targets services

larger water heaters are within the scope of the energy policy act and are rated using a thermal efficiency or t.e. rating. the problem facing american manufacturers is that under the current rules of the road only the small water heaters are deemed eligible for the energy star program. this is nonsensical. it's an outdated measure. and disqualifies our large american made water heaters from being covered by the energy star ratings, regardless of how advanced or how highly efficient they may be. . the legislation before us today would provide the necessary regulatory and business certainty that is needed by our manufacturers. this legislation has the potential of adding upwards of 1,000 jobs for domestic water heater manufacturers, many of them are in my home state of tennessee, where there are already 3,000 jobs directly involved in the manufacturing of water heaters. i thank the chairman again. i thank mr. aderholt and i also want to commend the gentleman and i yield back the balance of my time. the speaker pro tempore: the gentlelady yields back the balance of her time. the ge

before us extendses two existing programs and creates -- extends two existing programs and creates a new initiative. the first title of the legislation re-authorizes the prematurity research expansion and education for mothers who deliver infants early. or preemie act. through fiscal year 2017. the preemie act was signed into law in 2006 and i was proud to be a co-sponsor of the original house legislation. s. 1440 as amended calls for further studies on factors related to prematurity, improved data on birth, continued preterm birth prevention efforts and strengthened public and health-provider education on risk factors for preterm delivery and treatments and outcomes for preterm infants. the legislation also codifies an advisory committee to the secretary of health and human services on infant mortality and directs the secretary to coordinate existing quality studies on hospital re-ed as --, readmissions and preterm infacts. since the enactment of the preemie act we've seen the preterm birth rate decline. the good news is there's been progress and better understanding of the causes of pr
